The two day workshop brought together wind developers, Federal and state regulators, environmental advocates, and other regional stakeholders to discuss methods for ensuring greater clarity, certainty and coordination of Federal and state decision-making for offshore wind development in the Great Lakes.

MISSOURI BALLOT MEASURES FOR NOVEMBER 2 GENERAL ELECTION
AMENDMENT #1:Official Ballot Title: Shall the Missouri Constitution be amended to require the office of county assessor to be an elected position in all counties with a charter form of government, except counties with a population between 600,001-699,999?
A “yes” vote amends the Missouri Constitution to require that assessors in charter counties be elected officials. This proposal will affect St. Louis County and any Missouri county that adopts a charter form of government. The exception is for Jackson County.
A “no” vote will not change the Missouri Constitution and will keep the St. Louis county assessor position an appointed one.
Fiscal Impact: This amendment is estimated to have no impact on taxes or general revenue or any costs or savings to local government entities.
This amendment was placed on the ballot after passage of Senator Eric Schmitt’s SJR 5 in 2009.
A “yes” vote will amend the Missouri Constitution to exempt any Missouri citizen who is a former prisoner of war with a total service-connected disability from having to pay property taxes on all real property used as a homestead.
A “no” vote will not change the Missouri Constitution to add this exemption for former prisoners of war.
Fiscal Impact: Because the number of citizens estimated to meet this definition is very few, this amendment is estimated to have a minimal impact on local governments and is estimated to decrease the state blind pension fund by $1,200.
This amendment was placed on the ballot due to passage of Representative Maria Chappelle-Nadal’s HJR 15 in 2009.
Official Ballot Title: Shall the Missouri Constitution be amended to prevent the state, counties, and other political subdivisions from imposing any new tax, including a sales tax, on the sale or transfer of homes or any other real estate?
A “yes” vote will amend the Missouri Constitution to prevent the state, any county, or other political subdivision from placing a tax on the sale or transfer of homes or any other real estate. This includes any transfer tax or sales tax.
A “no” vote will not change the Missouri Constitution to prevent the imposition of such a tax.
Fiscal Impact: This measure is estimated to have no impact to the costs or savings of local governments or state entities.
This amendment was placed on the ballot by Missouri’s initiative petition process.
A “yes” vote amends Missouri law to repeal the authority of certain cities to use earnings taxes to fund their budgets. The amendment also requires voters in the cities that currently use earnings taxes as a revenue generator (St. Louis and Kansas City) to approve continuation of the earnings tax at the next general municipal election and at an election held every five years, or if voted down, phase out the tax over a period of ten years.
A “no” vote will not change Missouri law regarding the use of earnings taxes by Missouri cities.
Fiscal impact: For 2010, Kansas City budgeted earnings tax revenue of $199.2 million and St. Louis budgeted earnings tax revenue of $141.2 million. Reduced earnings tax deductions could increase state revenue by approximately $4.8 million. The total cost or savings to state and local governmental entities is unknown.
This proposition was placed on the ballot by Missouri’s initiative petition process.
A “yes” vote will amend Missouri law to require large-scale dog breeding operations to provide each dog under their care with sufficient food, clean water, housing and space; necessary veterinary care; regular exercise and adequate rest between breeding cycles. The amendment also prohibits any breeder from using more than 50 breeding dogs for the purpose of selling their puppies as pets and creates the misdemeanor crime of “puppy mill cruelty” for any violations.
Fiscal impact: It is estimated that state entities will incur costs of approximately $650,000 for enforcement. Some local government entities may experience costs related to enforcement of the law as well as possible savings from reduced animal care activities.
This proposition was placed on the ballot by Missouri’s initiative petition process.

IEEE defines energy storage systems for Smart Grid with launch of P2030.2 WG
IEEE, the world's leading professional association for the advancement of technology, announced the launch of the IEEE P2030.2TM Working Group (WG). Tasked with facilitating wide-scale, consistent implementation of energy storage systems, the P2030.2 WG will deliver guidelines for discrete and hybrid energy storage systems that are integrated into the electric power infrastructure.
“Energy storage is a top-level priority for the Smart Grid, given increasing energy demand and the value storage adds to the functioning of the electric grid and to renewable electric power resources,” said Mark Siira, IEEE P2030.2 WG Chair, Manager, Applied Technology, Kohler Company. “With the coming growth and expansion in energy storage technologies and applications, the work of the P2030.2 WG to establish an effective strategy for integration into the Smart Grid will be critical.”
P2030.2 will build on overall Smart Grid interoperability topics being covered in IEEE Standard P2030TM, the industry’s first cross-discipline guideline for smart grid interoperability for the power engineering, communications and information technology industries. The P2030.2 WG will develop a guideline for discrete and hybrid energy storage systems that are integrated with the electric power infrastructure, including end-use applications and loads. The “Guide for the Interoperability of Energy Storage Systems Integrated with the Electric Power Infrastructure” will help users achieve greater understanding of energy storage systems by defining technical characteristics. It will also illustrate how discrete and hybrid systems may be successfully integrated with and used compatibly as part of the electric power infrastructure.
The standard fills the need for guidance relevant to a knowledge base addressing terminology, functional performance, evaluation criteria, operations, testing, and the application of engineering principles for energy storage systems integrated with electric power architectures and systems.
“Upon launching the P2030 Smart Grid Interoperability WG, we knew its work would reveal key focus areas, such as energy storage systems, which will play fundamental roles in the Smart Grid as it moves forward,” said Dick DeBlasio, P2030 Working Group Chair, Chief Engineer, at the National Renewable Energy Lab facility of the U.S. Department of Energy, and IEEE Smart Grid liaison to the National Institute of Standards and Technology (NIST). “The IEEE was the first standards development organization to address Smart Grid interoperability and with its thorough breadth of technology expertise and existing standards work in energy storage and distributed resources like renewables, is perfectly positioned to lead efforts in this area.”
The P2030.2 WG is a priority extension of work being conducted by the P2030 Smart Grid Interoperability WG, which will be meeting in Las Vegas, Nevada beginning Tuesday, October 26, 2010. The four-day gathering is focused on comment resolution and writing assignments for critical sections of the IEEE Guide for Smart Grid Interoperability of Energy Technology and Information Technology Operation with the Electric Power System (EPS), and End-Use Applications and Loads (P2030) leading to the final stages of consensus building and balloting expected in 2011. When completed, this standard will be the foundational, system-of-systems level guide serving as a knowledge base with essential information on terminology, characteristics, functional performance and evaluation criteria, and the application of engineering principles for Smart Grid interoperability of electric power systems.
The IEEE Standards Association, a globally recognized standards-setting body within the IEEE, develops consensus standards through an open process that engages industry and brings together a broad stakeholder community. IEEE standards set specifications and best practices based on current scientific and technological knowledge. The IEEE-SA has a portfolio of over 900 active standards and more than 600 standards under development.

Federal Regulator Blasts Open Door to Differentiated Feed-in Tariffs in USA By Paul Gipe, Contributor | October 25, 2010 | 4 Comments FERC decision clears the way for multi-tiered state FITs. In a ruling 21 October 2010, the Federal Energy Regulatory Commission (FERC) effectively cleared the way for multi-tiered feed-in tariffs for various renewable energy technologies, like the programs found in Ontario, Canada and across Europe. FERC's ruling "clarified" an earlier decision that had roiled proposed feed-in tariff policies at the state level in the US. The ruling affects state policies that order utilities to pay for a certain percentage of generation from a particular technology, in this specific case, the state of California's policy on Combined Heat and Power. Jennifer Gleason of the Environmental Law Alliance notes that FERC's decision "creates another way for states to design strong feed-in tariff programs" while complying with federal law. "If these avoided cost rates will not themselves be enough to create a strong FIT program, FERC made it perfectly clear that 'a state may separately provide additional compensation for environmental externalities . . in addition to the PURPA avoided cost rate, through the creation of renewable energy credits (RECs)'."
